Lieutenant Commander (LCDR) Marshall McCain Kraft is a Surface Warfare Officer in the United States Navy, currently supporting the Humanitarian Response Program at the United States Naval War College in Newport, RI. He has served in the Navy for over twelve years, operating around the world on multiple Naval platforms and staffs. His experience spans multiple humanitarian operations and academic fields. He also served as the lead Foreign Humanitarian Aid planner for United States Command Europe for three years within the Operations Department of the command in Stuttgart, Germany. Throughout his time in the Navy, LCDR Kraft has continued research and development in Humanitarian Assistance (HA) through support of lectures, war game simulations, and exercises with the USNWC, Harvard Humanitarian Initiative, Yale Humanitarian Research Lab, and The Center for Civilians in Conflict, focusing on improving HA response and coordination in Civilian and Military Organizations.
