Michael Schmitt -- The Tallinn Manual on the International Law Applicable to Cyber Warfare

"The Tallinn Manual on the International Law Applicable to Cyber Warfare," with Michael Schmitt, Chairman, International Law Department, United States Naval War College.

Professor Schmitt, Director of the project resulting in "Tallinn Manual", will discuss the project and its results. The Tallinn Manual is the product of a three year process funded by the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, Estonia, designed to draft a manual addressing the international law issues involved in cyber "uses of force" and the international humanitarian law applicable to cyber operations undertaken during armed conflict.
