Who is Paying for Chinese Development?

Ashutosh Varshney observes that the world-class infrastructure rising on China's East Coast raises two questions: "Is China overbuilding? And who is bearing the costs of such development?"

Varshney, the Sol Goldman Professor of International Studies and the Social Sciences and director of the Brown-India Initiative, posed the questions in a column for The Indian Express, where he is a contributing editor.
