Read Professor Ashutosh Varshney's column on Obama's India visit. Prof. Varshney argues that the United States is now viewing India more in strategic than in transactional terms. The outlines of a new global partnership are beginning to emerge. That will require reciprocity from India, too, before long. What form would such reciprocity take? The most important strategic issue this year is the climate negotiations. India can't make the old arguments about the coal-intensity of India's power requirements any more.
