After a Debacle, How California Became a Role Model on Measles

In 2014, 159 visitors contracted measles after visiting Disneyland. Theorized to be introduced by a foreign tourist, medical experts agreed that the high number of people infected was due to California's low vaccination rates. Emily Oster co-writes in The New York Times' The Upshot, "The episode made national news, but in the next few years, another development was striking but attracted less national attention: Because of a policy change, California was able to turn it around ... One law changed the behavior of impassioned resisters more effectively than a thousand public service announcements might have."
