Professor Ashutosh Varshney has recently published a paper in Journal of Democracy. His paper, titled "How India's Ruling Party Erodes Democracy", discusses how India's BJP has failed to ensure that the rights of Muslims and other minority populations in India are protected -- thus eroding the "liberal" component of "liberal democracy", while still maintaining an electoral democracy.
