Project Title: Beyond Corruption: Indian Bureaucracy and Implementation

Corruption remains the most common explanation for state failures in India. David will test the corruption thesis in his investigation of the Delhi Development Authority (DDA) and its effort to rehabilitate the Kathputli slum in West Delhi.
